In Ghana a large potential for revenue from property rates is not utilised. It is revealed by Accra Metropolitan Assembly (AMA) that the actual collection of property rates is less than 20%. Since property rates constitute a substantial part of the total revenue for District Assemblies, this reduces their capacity to develop and to provide services to its citizens. It also reduces the Government’s ability to channel funds to meet urgent needs in the rural areas. Most of the countries in Eastern, Western and Southern Africa have similarly problems as Ghana with revenue mobilization for local governments.

UMLIS is a GIS-system combining geographic and alphanumeric data. An up-dated digital base map will facilitate identification of parcels, parcel numbers, information on owners, values of properties and rates to be paid. UMLIS is replicable and allows added functionalities, and can in future also be used for other purposes such as development control, planning and waste management. UMLIS can also be implemented in other countries with other conditions.

Current land delivery instruments in Sub-Saharan Africa have been a source of delay in formal land delivery. They are based on outdated and inappropriate models. This have contributed immensely to the proliferation of informal settlements that characteristics most cities in the region. Reforming such instruments is necessary for the integration of the formal and informal cities. Upgrade of informal settlements requires instruments that would actively involve the informal community and respect their views. The new instruments should be devoid of bureaucratic delays and lengthy approval processes that lead to excessive cost. This paper is based on my experience in working with informal settlers as a Government Land Surveyor in Lesotho and on a case study of the Chief Albert Luthuli Land Reform Project (hereafter refer to as Groutville) which upgraded PTOs (Permission To Occupy) and other inferior tenures into freehold tenure.
